Skagit River Bend Exercise - July 2007

 

The Skagit County Full-scale terrorism exercise River Bend was conducted as part of the Washington State Exercise Evergreen Sentry in July 2007 in preparation for the upcoming Winter Olympics in Vancouver, BC, February, 2010. 

 

The scenario involved an abandoned vehicle with a bomb in it at the Anacortes Water Treatment Plant.

After the Sheriff's Deputy arrived on scene, assessed and reported, the County Unified Command mobilized, assessed and transferred command to the Region IMT. 

 

The Northwest Washington Incident Management Team (NWIMT), consisting of 12 people was given a Delegation of Authority, a County Administrator briefing and ICS 201 and a Communications Plan (ICS205) and assumed command, establishing a full command and general staff, an ICP with the County Mobile Command Post and a Staging Area.  The Resource Unit conducted check-in of arriving resources, to include the National Guard Explosive Ordnance Disposal Team (EOD).  Two portable repeaters were erected and complete  communications were established.  Two Incident Status Summaries (ICS 209) were transmitted by fax and email to the County EOC and on to the State EOC.  An Incident Action Plan (IAP) was produced for continuing operations, but was not executed before exercise termination.

Shadowing Opportunity - The Tripod Deployment was a shadowing opportunity at the Tripod Complex fire in northcentral Washington in August of 2006.

Advanced Training Class - New Northwest Washington Incident Management Team Selected for the National Fire Academy's Advanced Training - August 2006

In Late 2006, the Northwest Washington team was selected by the National Fire Academy (NFA) to receive All-Hazards Incident Management Team training. Training was provided in November 2006 to 40 potential NWIMT members.

"This training would normally not be available to us", said Tod Gates, Assistant Chief of the Lynwood Fire Department, "Because of the 2010 Olympics, and our success in putting together an all hazards team, the NFA's All-Hazards Incident Management Team (AHIMT) agreed to send out their mobile training team."

The focus of the course was to enhance the skills necessary to operate as a team in various Command and General Staff positions and to promote a better understanding of team operations through application during various simulations. Andy Day from the City of Bellingham said, "The final simulation, involving an earthquake centered off southern Whidby Island, provided a realistic view of the challenges our region will face during a major event. As a result of the understandings gained and relationships built during the training, we are already far better prepared to manage a major event in our region."
